The laws of a universe were incredibly complex. In theory, only third-realm existences could create one from scratch. Therefore, it was amazing to have 97% of the laws emulated.
Gumo, who was half a step into the third realm, had a group of similar-leveled peers. He got a friend's help and succeeded in 200 years.
Of course, if the other party wanted to study a universe, Gumo would have to pay a huge price as well as put in the hard work needed to imitate and create it.
