Though, what he made the targets execute wasn't anything serious.
Compass Carburettor thought long and hard of what the System Hosts would do, how they would move, what characteristics would they attain, etc. And, he condensed them all into a pile of information.
And this information, including a set of instructions, was planted in the minds of the targets of the Origin Art of Sleeper Cell.
So, even if the System Hosts were hidden, as long as they took some action, they would fall under the radars of the Sleeper Cells that would be activated accordingly.
After that, these Sleeper Cells would only pass on the information related to the System Hosts to other Sleeper Cells planted in their respective cities. After this, they wouldn't do anything beyond that, continuing about with their daily lives.
But whenever they chanced upon the System Hosts, they would note down the information, passing it to the other Sleeper Cells.And the information was passed using Chinese as a language. After all, the letters in this language consisted of straight strokes. So, for those in the Gaider Realm, it would just look like some art that someone had placed to mess with things.
There were discrete buildings in every city on the walls of which this information was written. And the Sleeper Cells would understand it after gazing at it.
The reason he had used Chinese was that none among the Apocalypse World were aware of this language. So, it was safer. It was not to mention that information could be passed on through concise code words.
It had taken him significant planning to establish this network as Compass Carburettor ensured the written letters were as crisp as possible. Even if a System Host learnt Chinese, they would still understand nothing from reading these code words.
But, each codeword would trigger entire meanings for the Sleeper Cells, allowing them to understand what the other Sleeper Cells wished to convey.
The information would pass on from one Sleeper Cell to another, travelling cities in this manner as it would be circulated throughout the Gaider Realm.
And, Ohka City was just one such city in this circulation route. It wasn't the end of the line of information transfer. Hence, even if a System Host were to follow the transmission of information, they would end up nowhere as the information would continue to circulate throughout the Gaider Realm for a certain duration before all traces of it would vanish abruptly.
The Sleeper Cells would return to their usual lives, continuing about while being perfectly normal like everyone else. They would only become active when the conditions were met.
And if the conditions were never met, then they would live their whole lives, never once becoming active. This was the frightening aspect of the Secret Cell project that Compass Carburettor had initiated through the guise of his hospital.
There were information outlets for the Sleeper Cell in Ohka City too. And a couple of the staff members in his hospital too were Sleeper Cells, whose only task was to note down the arriving information and condense it into a sheet of paper.
They would then forget about it after leaving the sheet of paper in a certain room in the hospital. And, Compass Carburettor would go through them daily, obtaining all the information that happened in the Gaider Realm.
This was how he kept track of things that happened in the Gaider Realm. His information network was the strongest around Ohka City, Gaoan City and the surrounding regions, as all his patients came from here.
Beyond that were the travelling cultivators and mortals that had arrived at Ohka City from other places to purchase the local specialities. So places farther away didn't have enough Sleeper Cells yet.
But, Compass Carburettor wasn't worried, as his network would continue to deepen over time.
Moreover, he had already noticed the figure of Chenger in the Gaider Realm. Though at present, his network hadn't developed enough to gather much detail about her. But the fact that he could notice her was enough to make him confident about his plans.
As for how he created this seed of Sleeper Cell, that was using another of his Origin Art.
Origin Art—Mental Creation!
Mental Creation was basically an illusion of sorts that he created in the minds of himself or the target. And the materials for the illusion were derived from his memories. He couldn't create anything from scratch.
It was like a collage, with his memories being part of the puzzle. But, there was a limit to the memories he had. And this was where the core of his mind related Origin Arts played a role.

Once he connected his mind to his target, he stole memories from them, using them as pieces of the puzzle too.
This way, only after deriving memories from countless people was Compass Carburettor able to create a Sleeper Cell seed.
After all, a human was capable of experiencing a variety of emotional states. As for himself, there was a limit to what he felt. The level of emotions he felt for a variety of emotions was different, the same for every other human.
This created a gap in the domain of emotions a human could feel—the domain that he could manipulate. It wasn't just emotions alone. There were also dreams, egos, thought process, etc. that he had to worry about while creating this seed.
That was why using the hospital, Compass Carburettor derived memories from countless patients, eventually creating the perfect seed that allowed him to turn any target into a Sleeper Cell.
